This manual outlines the policies, procedures, and responsibilities necessary to ensure the safety of all employees, contractors, and the traveling public while working under North Pinnacle Operations

Introduction & Policy

North Pinnacle Operations is committed to ensuring the safety of all employees, contractors, and the public. Safety is the top priority and applies to all activities, including traffic control, flagging, and roadside construction support.

Roles & Responsibilities

Management provides resources and enforces compliance. Supervisors conduct tailgate meetings, verify PPE, and oversee traffic control setup. Flaggers maintain vigilance and follow ATSSA/MUTCD standards. All employees must follow safety procedures and report hazards.

General Safety Rules

All employees must wear mandatory PPE: ANSI high-visibility vests, hard hats, steel-toe boots, gloves, and safety glasses. No distractions (phones, earbuds) while flagging. Compliance with MUTCD and ATSSA standards is required.

Traffic Control & Work Zone Safety

Work zones must follow MUTCD standards. Flaggers must use proper signaling, positioning, and rotations. Night work requires reflective apparel and lighting. Weather conditions require adjusted setups.

Equipment & Vehicles

All equipment must undergo pre-use inspections. Crash trucks, arrow boards, and barriers must be properly deployed. Vehicles require functioning backup alarms and spotters in congested areas

Hazard Communication

Employees must be trained on chemical hazards. SDS sheets must be available. Chemicals must be labeled and stored properly

Emergency Response

Emergency plans must cover vehicle strikes, worker injuries, and spills. Contact lists for EMS, police, DOT, and supervisors must be available. Evacuation procedures must be known by all employees.

Health & Wellness

Heat illness prevention requires water, shade, and rest breaks. Fatigue management requires shift limits and relief rotations. Defensive driving policies apply to all drivers.

Training & Certification

Flaggers must be ATSSA or state-certified. Annual refresher training and first aid/CPR training for supervisors are required

Incident Reporting & Investigations

All incidents and near misses must be reported immediately. Supervisors complete incident reports within 24 hours. Root cause analysis is required.

Inspections & Audits

Daily inspections, weekly supervisor audits, and monthly safety committee reviews must be conducted.

Includes tailgate meeting forms, vehicle inspection checklists, work zone setup checklists, incident report forms, and emergency contact sheets.
