All flaggers in Alabama must complete ATSSA or MUTCD-compliant training before performing flagging duties. Certificates must be kept onsite and available for inspection. Flaggers
must understand the project’s Traffic Control Plan (TCP).
Work Zone Traffic Control
All flagging operations must follow MUTCD standards. Traffic Control Plans must include placement of cones, barricades, and signage. Flaggers should coordinate with other crew and
maintain radio contact.
Flagger Equipment & PPE
STOP/SLOW Paddle: Required for directing traffic (STOP side octagonal, letters visible). Flags only used for emergencies.High-Visibility Garments: Fluorescent orange-red or
yellow-green with reflective material (Class 2 or 3). Must be visible for 1,000 ft.Hard hat, steel-toe boots, gloves, radios for communication.
Incident Reporting & Rights
Flaggers have the right to a safe workplace. Report unsafe conditions, near-misses, or incidents immediately. OSHA requires serious injuries to be reported within strict timeframes
(fatalities within 8 hours; hospitalizations, amputations, or eye loss within 24 hours). Flaggers are protected from retaliation when reporting hazards.
Flagger Practices & Positioning
Stand where visible to approaching motorists, never in lane of open traffic.Use clear motions: STOP paddle extended toward traffic, free hand raised palm out. To release, motion with
paddle and free hand.Work zones must have advance warning signs ('Flagger Ahead').At night, use retroreflective clothing and proper lighting.
